As in the past also nowadays, human resources are the most valuable resources of a country.

  In this frame, for a society, to train its members in the direction of social expectations and to train them as to be able to provide the social development; for a person to continue his/her life in better conditions and in the social structure to perform his responsibilities effectively, especially depends on the education that will be given to the person about that topic.

  The individuals’ adaptation to that variations makes  the information, skills and values  that the vary required compulsory to have. With the formal education the information and skills that these changes need, can be given to the individuals until some known ages. To give these skills and knowledge's to the individuals in their life after formal education and to the individuals that did not profit from formal education is possible by the education after  formal education. That’s why the importance of Public Education Centres increased more in education systems in 21st century.
